Abstract. The article analyzes the requirements of the normative and technical documentation and the legislation of the Russian Federation in the field of exploitation of buildings and structures. The basic principles of decision making are considered when planning the main exploitation measures. It is shown that the system of monitoring the technical condition of the building, its elements, is the main maintenance and restoration of the technical parameters of the exploitation object. The advantages and disadvantages of existing methods of planning exploitations measures are explored. It has been established that the requirements for the periodicity of work in normative and technical and legislative documentation have not been established so far, which justifies the necessity of their justification. To this end, the paper formulated the task of developing a methodology for predicting the residual life of building elements for the development of exploitations programs and the feasibility study of the composition, volumes, periodicity and cost of work on the exploitation of buildings.
