On performance based model of regulation and the requirements of GOST 27751–2014

Abstract. The government of the Russian Federation approved the Strategy of development of building materials industry for the period until 2020 and further until 2030.
Strategy in the relevant section notes the imperfection of the Russian system of technical regulation and points to the need for the use of socalled «performance based» model of technical regulation. This model presented in the abovementioned Strategy and other documents on reforming of system of technical regulation in construction as a more progressive towards the «outdated» prescriptive model of regulation. At the same time, the use of performance based models in the national design practice already prescribed by GOST 277512014 and to emphasize the need to transition to this model, in the document approved by the Government, there is no need.
